Alex Tabarrok has a great post on land owned by the federal government and how it could be used to help lower the national debt.  You’ll notice Texas has a very low percentage of land owned by the feds.  This is because when Texas joined the union, all public lands were owned by the state government.  So any federal lands in Texas were actually purchased at one time by the feds.  Usually, when territory is added to the US, the federal government owns all the public land and the state governments have to purchase it in order to place their buildings.
